"Libba Phillips’s sister vanished. Addicted to drugs, afflicted by mental problems, the young woman fell through society’s safety net and disappeared on the mean streets of Tampa. Phillips searched for five years before she finally found her. In the process, she discovered the startling statistics: There are about 108,000 missing people and at least a million runaways, persons with mental problems, and people who aren’t officially classified as missing by authorities because they are over 18 and deemed responsible. Yet their families don’t know where they are or what happened to them.
In response, Libba founded Outpost for Hope to assist people looking for loved ones. Her website gives directions for searching and a program for nurturing the lost back into the community.
