What’s the best way to reach it to change the lightbulbs?

A A “telescoping” ladder is the perfect tool for the job. The
stepladder is adjustable on both sides, so you can set it on
stairs and keep it level. Adjusting the height on either side is
quick and easy — just pull out the two hooks and slide the telescoping
section up or down. A wide base provides extra stability. You can
climb the ladder from either side, although for this task, use the long
side to avoid looking down the stairs as you climb.
When you’re setting up the ladder on the stairs, follow the
same safety guidelines as you would for other jobs: Position
the ladder under the work area to avoid reaching sideways
and use a ladder that’s tall enough to reach without
stretching. Be sure the feet are on a firm, level surface
away from the edge of the steps and that any
carpeting on the steps is secure. The rungs
should be clean and dry, and the spreaders
(which hold the front and back sections
open) should be locked. Stay centered
on the ladder to avoid losing
your balance. And keep both
feet and one hand on the
ladder for stability when
you’re climbing and
working.
