Living In A Goldfish Bowl

While painting our house, I removed the aluminum storm windows to get at the main window and frame. My goof came in reinstalling the storms. I caulked completely around the storm windows, including the little drain slots at the bottom. The first time it rained, water was blown in through an opening near the top of the storm windows-and the space between the main window and the storm window filled with water. Glug, glug.
