Can you explain what you mean a little more clearly?
In the picture they show the pressure treated lumber on the concrete floor which is correct. However, when instaling the wall, it should be a floating wall....meaning there should be about a 3 inch gap between the pressure treated lumber and normal bottom plate 2x4. This allows for expansion/heave of the concrete without pushing up on the rest of the house.
