A Parent’s Worst Nightmare

The pediatrics clinic at the hospital in Bethesda, Maryland, was jammed. Alice Velasquez, dressed in Army fatigues, passed four-month-old Liliana to her husband, Miguel, so she could stretch and check the clock. They had been in a waiting room at National Naval Medical Center for over an hour and a half. Now, Alice was late for duty at the Pentagon.

“Don’t worry, honey, it won’t be much longer,” Miguel told Alice. Then he kissed Liliana, and she began to coo.

A few days before, Alice had found two little bumps over Liliana’s left ribs. They felt bony, and bone problems ran in Alice’s family. The couple decided to ask the doctor to do x-rays during the “well baby” visit.

 Husband and wife were a study in contrasts: Alice, blonde, outgoing, excitable; Miguel, olive-skinned, quiet, placid. He kept her calm until their turn finally came. Alice took Liliana. Miguel grabbed the baby’s diaper bag and toys, and they went into the exam room. It was the last moment of ordinary family routine they would have for the next five years.

Something Terribly Wrong
“Healthy, four-month-old female, normal growth and development, gaining appropriately but on the smallish side,” say the notes of the intern who first examined Liliana on that day, February 3, 2000. The intern dismissed their fears about the bumps, but Alice persisted. A pediatrician, Dr. Paul Reed, agreed to order x-rays.

“I knew as soon as I saw Dr. Reed’s face that something was terribly wrong,” Alice says. The x-rays showed that several of Liliana’s ribs were broken. “These injuries are nonaccidental,” Dr. Reed told them. Someone has squeezed your baby, probably to make her stop crying, Alice recalls him saying. The doctors did more tests to check for other injuries. Alice began sobbing loudly.

People in white coats peppered Miguel with questions. What had happened? Did he drink a lot? Get angry? Shake the baby? Miguel was shocked speechless.

“We Were So Young and Naive”
Because fractures stemming from compression injuries are often an indicator of child abuse, and noting Miguel’s seeming lack of emotion, Dr. Reed considered this a typical case of paternal mistreatment. He gave his opinion to his supervisor, Dr. Barbara Craig, head of the Armed Forces Center for Child Protection.

“We were so young and naive,” Alice says now, ruefully. She was 20, Miguel, 28.

The radiologist reading the next round of x-rays said Liliana also had a broken wrist and possibly a broken leg. This report, later found to be inaccurate, further convinced doctors of abuse.

Parents Questioned
Liliana was admitted to the pediatric unit at Walter Reed Army Medical Center for her protection, and another doctor examined her there. A summary of Liliana’s exam relates the following: no swelling, no bruises, no cuts, no burns. No evidence of pain. Well-nourished. Growing well. Not withdrawn. Clean clothes, earrings, painted toenails, very clean and well kept. Smiling, feeding, alert. Both parents attended all OB visits before the birth. Both parents bring her to clinic appointments.

The record also notes Alice mentioned bone problems in her family. Yet, medical experts would later testify, none of the many doctors at the Naval Medical Center or at Walter Reed recorded a thorough medical history, nor did they do a “differential diagnosis” to rule out what, besides abuse, could have caused Liliana’s broken ribs. All other tests, including a brain scan, were normal.

Well into the night, a doctor, two social workers from the Alexandria, Virginia, Child Protective Services, two Alexandria police detectives, and a military police officer all questioned the Velasquezes. They asked open-ended questions like, “How do you think this might have happened?”

I was fasley imprisoned by them before an iva was filed..my husband’s command threatened and I was physically threatened… I’ll never go to Walter reed again. I posted the whole thing on Google plus. Also va DSS is a pos. I feel so badfor these parents.

  5. That is pretty terrible. But there are so many children who are suffering out there, and the government does next to nothing to help them for fear of offending parents.Maybe in some states they have hard laws regarding this, but in many states, the parents can beat their kids practically TO DEATH and still get the kids back. It’s obvious in this case that the parents loved their baby. In fact, normally parents who care nothing for their kids wouldn’t be so concerned over physical problems like diaper rash.If it can be explained away with a medical reason, then yes give the baby back but insist they do regular meetings with a social worker over the next few months so she can keep and eye on them and see how the baby interacts with the parents. Loving parents would be more than happy to prove that they are good parents. I personally know two small children who were horrifically abused, sexually and physically abused. The state has so much evidence against the mother. She’s even a heroine addict. And they are seriously thinking about giving the kids back. The system is pretty messed up.

I know what these parents felt like because I have been fighting CPS since 2007 and one daughter was punch and abandoned by her father (who the state approved) then she watched my mother die of cancer for a year, another daughter is in care for the second time because her paternal aunt hit her and her paternal grandparents (also the state approved of) did nothing until the police were called. my son is in foster care now because my sisters kidnapped him with his fathers help. the littles daughter has been adopted with an open adoption plan and i have only recieved a total of 36 minutes on skype with her and the updates since 2009. I will never give up on my children no matter what even after I die.

  8. This makes me cry.  There is no excuse for so many people to drop the ball. Yet being involved with the Child Protective services as a foster/adoptive parent, there is a huge fear of how big and intimidating they can be. 

  9. I also have been falsely accused of child endangering. I was accused of dipping my son in a bathtub full of hot water. My two sons (18 mo and 3 yo at the time) were playing in the bathroom sink at 630 in the morning and turned on the hot water. I awoke and found them in there and noticed the burns and took him to er. 30 min after being there they sat my wife and i down and spoke to me these exact words ” We consider this to be non accidental.” These words I will never forget. Everybody laughed at the truth and didnt properly examine and investigate. I was taken away from my family in this time of need and incarcerated the next day.  Family hired a big time lawyer here in cincinnati by the name of Kenneth Lawson, and paid $15000. We met twice(over the span of a whole year), he did absolutely nothing for my case. While I was in jail, I even wrote the judge a letter stating my worries with my lawyer. I was backed into a situation clear out the blue one day. My lawyers representative called me and said they are offering a plea deal. 6 mos jail(I was facing 40 years 5 f2) 5 years probation, 80 hours community service; Or go to trial with a lawyer who did nothing for my case and dont even know my name and get banged for 40 years. My lawyer said they may find me not guilty but guilty of recklessness also a second deg felony which carries a max of 8 years because i knew they have played in the sink but did not turn down the hot water heater. So I took the plea deal knowing i can for sure see my family in 6 mos. About  a year after my case, my lawyer got cought up in a pill scandal and admitted to duking clients and taking on clients just to support his pill habit. I was one of them. He told me I would be able to get it expunged. NOPE!! LIED!! Now Im stuck with a felony for the rest of my life for something that I did not do. Try to support a family of 8 NOW!!! Was a steelworker making real good money where I was. GONE!! Still cant catch up to that pay and Ive been at my job now for 5 years. A lot of things was taken from me including careers and futures. Now I HATE! What do you do to someTHING that hurt you and forever scarred your view on life and people, doctors,police, social workes, the GOVT, but you cant hurt them back? Some call em good people, I HATE em. Walk my shoes and been where Ive been, you’ll understand.  P.s Kenneth Lawson has been disbarred from practicing law. Did I mention he now lives in Hawaii?

My children were taken because they had lyme disease and the state just got a court appointed dr to disagree since lyme is so difficult to diagnose,my ex husband who is abusive used this to take my 2 little girls. You think you have rights in america but not with dcf. They act like they are helping you but they are out to take children from mothers and then fathers. Be careful!

  11. I am going through a similar situation. It has been 11 months, it seems I the only once who cares about that little 3 year old boy who misses his mommy. I was his main care giver his whole life up until 11 months ago. This is a living nightmare. The DCF makes their own rules and this is unjust! I love and care for my son more than life it self. If DCF told me to cut my arm off I would just to have my baby back. I think they know now they screwed up and just need to save face at the expence of a 3 year old boy who crys for his mommy and is being manipulated by his father who he is placed with. I live in mass. This is unjust and the government doesn’t care. I need help! This is a living nightmare. I have been wrongfully accused of neglect by my spiteful ex husband. I have always had physical custody of my son and he didn’t like that. I need this unjust to stop not just for me but for any other family it has, it is, and it will happen to!

In 1995, my brother and sister-in-law were accused of exactly the same thing when one of their 6 month old twins died suddenly.  The doctors accused them of shaken-baby-death.  Then they took the other twin and the my older niece (5 yrs old) away from them and placed them in foster homes.  The same nightmare proceeded.  Even after the OI was diagnosed the social workers and doctors refused to change their statements.  In our case my brother was actually incarcerated and served 3 years before being released for good behavior.  Their lives were wrecked, and although they’ve been living a normal life now for over 11 years, they will never feel safe again at the hands of a hospital.

    God bless Dorothy Isaacs.  She’s an angel for saving the Velasquezes of further injury.  If I every win the lottery, I will set up a foundation for people like Dorothy.  She’s a hero.  God bless her.

    I’m a social worker, but lucky for me, I received a top rate education at Columbia University, and would never dream of working in a dysfunctional bureaucracy.  I’ve been in them, they’re called government agencies and they wreak of mental illness.

  13. Social services really don’t have a clue there is no need for what they put that family through they need to get facts before doing anything like that. And as for the woman who was suppost to be looking after her didn’t even do that she should of been on register n jailed for a long time for neglect shocking some people in the world glad they got their baby back n back to normal but they will never get the months back they missed whilst she was in care poor family

Que hermoso que al fin les regresaron a su bebecita.  A mi me quitaron a mi hijo en 2005 por algo que ni fue liable y lo pusieron en un foster home donde tenian un nino del mismo edad que el mio y dio todo lo que compre por mi hijo al hijo de ellos.  Llegaba mi nene a la oficina en ropa de hospital, sin covijas limpias y con scabies.  Luego el tuvo problemas con la pansa y ocupaba tubos en los oidos.  Nunca hicieron nada la corte y sabiendo todo lo que estaba pasando alli.  Al fin me lo quitaron y me dijo, “Tienes opcion, te lo quitamos con tu permiso y puede alguien de tu familia adoptarlo o te lo quitamos y vaya por un foster home y otro hasta que encontramos una familia por el..” Pues claro dije que con alguien de mi familia mejor y fue mi hermana.. Pero ella me mal dijo, me hechaba la policia por dejar panales a la casa y llamar para ver si me dejeba ver a mi nene. Me dijo que yo no tenia derecho de preguntar por un bebe que no amaba.. Yo no hice las cosas que mi madre les dijo.  Ella me corrio de la casa con mi bebe, como iva saber ella lo que hize o no hize.  Al ultimo, me quede sin mi hijo, por alla me ve y me conoce por tia.  Bendicidos algunos que si tiene quien les ayuda en esos circunstancias.

  15. my boyfriend and i recently had an arguement that went bad. my kids were taken away i was place in jail for child endangerment and he was put in jail for cohab abuse. only one of my babies was present at the time of the argument. my kids are now in a foster home. neighbors and my mother said that this was not the first time this had ever happened what are the chances of me getting my children back on their court date does anybody know can anyone help me?!!!!!

  16. This story is just one more egregious example of of the Socialist State taking away the rights of parents in the name of protecting us from ourselves.

    Every single military doctor should have a formal notice of substandard or delinquent performance put in his or her personnel jacket, the foster care facility that abused the little girl should be brought up on charges, the case workers all fired, and the judge congratulated publicly for his role in ending this family’s nightmare. And special kudos to Ms. Isaacs for taking on a deaf and uncaring system.

  17. It is stories like this that make me hover around my little ones.  I am so afraid if they knock their head or injure themselves and I take them to the hospital something like this will happen to my family. 

    I am so glad they did get their daughter back, but my heart breaks for them that they had to deal with this at all.  I feel so terrible that their daughter had to start her life this way. 

    Those foster parents sound like disgusting excuses for human beings and THEY should be in prison for willingly taking on a child they thought was abused and then abusing her!  They are pigs!

Some of these military doctors are not up to standards; I really have no idea what they learned in med school.  I am a military wife of 15 years and one of the pediatricians that saw one of my newborn child advice me to give him pear juice when he wasn’t even ready to digest anything else but formula…he was a week old.   In my case, my son has passed away and it took some time to heal; but one thing I learned is to never settle on one military doctor to determine what is wrong with your child…or when to get an urgent care because their advice is not always right…if not satisfied take them to a real doctor who has good credentials to care for your child.  

    These people cared to take the child away from the parents, but didn’t care enough to make sure that child is being taken care of by foster care?  This makes me quite angry at their stupidity and  indifference to a child in need of protection.  It’s ironic; it seems that the protection this child needed was from the harm that child protection services is doing to the child.  I’m surprised none of these people had to pay for their wrong in putting a child’s life in danger.  Where is the justice in that? 

    I’m just glad everything worked out for the Velasquez’s before the worst happened.  It’s nice of the judge to apologize on behalf of the US government, at least someone has the right sense to do it.

  21. You may not hear about this much, but it happens ALL THE TIME!! Wrongful prosecution of innocent people, the guilty going unpunished, one government agency protecting another, the list goes on and on! It is very frustrating and very maddening, and it is a GROSS Abuse of Power intentionally designed to beat people down! Even cops abuse their power, over and over and over again! At least the family has their baby back, and they have two other children.

  22. This story makes me sick. My wife and I have a handicapped child who is now 28 years old. We also have another younger child. Many times when we took them to doctors for checkups, etc, we would get questioned about a bump or bruise. We have never abused our children in any way but this suspicion always scared us. Other people have too much power over your children. The lawsuit award in this case sounds large but it does not even start to repay these people. And, no one was ever punished for this atrocity.

    Late in the summer of 2004, the Virginia Court of Appeals overturned the finding of abuse against Miguel, essentially declaring that the Department of Social Services had made an error. It was the first such ruling on an abuse case in the history of the state.

    After the papers had been signed, Judge Richard D. Bennett read a statement into the record outlining the “living nightmare” the Velasquezes had endured. He encouraged Miguel to become a citizen. Then the judge said something rarely heard in a courtroom, “I apologize on behalf of the United States government,” and he came down off the bench and shook their hands.

    So much for the daily drone of the term “frivolous lawsuit”! What a damned horror story.

As a former miliary member and current military spouse I am saddened and frankly scared beyond belief that this could happen.  We have always received care at military facilities for our son and never had a problem, I guess we have been lucky.  The fact that the doctors did not take the moms family history into consideration is ridiculous.  Everyone involved in this horrific ordeal from the doctors to the social workers to the foster parents of the baby needs to be held accountable.  Obviously the social worker knew something was up when they mandated that no photos could be taken of the babies injuries while in foster care.  How can they even do that???   Seven times being seen in the hospital while in foster care and nothing happens.  The parents bring her in once and she is taken away from them?!?!?  She had to take a hardship discharge from the military to deal with something that was their fault, they should allow her back in at her original rank, if she even wanted to do that at this point.  The whole situation is beyond disgusting.

  31. there are manypeople who have never been parents who work in social services & judge parents.  Being a parent is more revelant than having a degree in social work. a lot of times the director don’t care if his people are kind or not.  it is not one of the things they check on their service rating.

Military doctors see only what they want to see and they did this family a grave disservice.  All should be discharged dishonourably from the U.S. Military and have their licenses revoked, never to work in health care again.  The foster system did a further disservice to this little innocent baby and the foster family that abused her should be imprisoned for the rest of their lives.  Social workers are supposed to help, not cause further problems for a family.  These social workers who encouraged falsification claiming that these people would eventually get their daughter back should be fired forthwith never to work in this capacity again, licenses to be revoked. 

    How do I know about military doctors?  I am the ex-spouse of a man who was in the active service stationed at Chanute Air Force Base.  I had an incident where I was in full asthmatic attack and they just let me lay on the table in the emergency room without treatment.  When I demanded to be taken to a civilian facility, they would not release me.  Again, I was in full asthmatic attack and I received no treatment.  I eventually was taken back home by my ex-husband, who also did nothing for me.  He claimed that if the military did not cover it, I was not entitled to medical care beyond what the military covered.  Notice he’s an EX?  On another occasion, I had symptoms of appendicitis and sought treatment, again at Chanute Air Force Base’s medical facility.  I had extreme nausea and alerted the staff, a sergeant who exclaimed to me, “DON’T YOU VOMIT ON MY CARPET!”  This is a health care worker.  Military health care is a joke.  My occurrences were in 1979, 1980 and 1981.  Nothing has changed with regard to their callousness and inability to think outside of a box.

  33. My Family & I know the “Horrors Social Workers will “Service” a Family with & the governmental & legal predators who back them up!”. I Thank GOD, for this Families sake that they overcame this injustice, that they are togehter again, that they had people to stand with them throughout their fight, & that at least someone had the Strength of DIGNITY to apologize to them in the end! Although I do believe that some heads should have rolled behind this!    

  34. What an insane story.  I work at a local Children’s hospital, and do understand that more times than not there is abuse involved.  However, we would never accuse until all of the stones are turned.  What a disgrace to the medical profession !  Very disheartening.

    Where was there proof of abuse?  If it was the “broken” ribs, shouldn’t other causes be ruled out right from the beginning?  Why are the doctors involved still licensed to practice medicine?  What about those involved who threatened this family?  Isn’t that abuse?  No charges against the foster home?  Why not?

    This is a troubling story.  No changes were made to prevent this from happening again.  WHY NOT?

  37. This makes me sick… I understand that there are children that need help and are abused but come on…WTF! Of course the foster care system sucks and that person never gets in trouble, thats crazy! You take a healthly child from its parents and give it to the abusiers… They should of gotten a hell of alot more money and people should of been fired and never be able to get back in that profession. The system all together needs alot of work, the problem is people dont care about their jobs they just care about the money they get from it.

  40. I know of some people who went through a very similar thing.  However, they never go their sons back, who both died in foster care due to their medical conditions and the neglect of them.

When our now 35 year old daughter was only 15 months old she was ill with “scalded skin syndrome”, a rare condition linked to a staph infection, where the body’s immune system produces antibodies that attack the skin.  Tiny blisters developed in the creases of her neck, hands, arms, all over her body along with a red, angry looking rash that continued to develop into a burned looking overall appearance.  She truly did look as if she had been put in a boiling tub of water and screamed at being touched.  The blisters developed overnight and we were young, sleep deprived parents, who took our baby into bed with us to hold and comfort her but she was inconsolable. She had been grumpy and sick with an ear infection and was already on antibiotics and as with a lot of young children, they seem to be more feverish and sick at night.  It wasn’t until the next morning, when it was light, that we could see, to our horror, what she looked like.  She had also been toddling around the house the day before and had fallen down, hitting her head on a book case.  That bump now looked like an angry, blistered lump on her forehead.  We rushed her to our pediatrician’s office and she said “I think this is scalded skin syndrome.  I studied it in med school but I have never actually seen a case of it”.  She called the hospital and told them we were on our way, and we rushed her there in a blizzard.  
    At the hospital the staff took one look at her, then us, and proceeded to separate us from our baby.  She was terrified and in pain and was screaming “MAMA, MAMA!” and I could not go to her.  Then we were grilled about the bump on her head, how she got this way, when it all happened, on and on.   It was immediately clear that abuse was suspected, although up to that nano second, that never even entered either of our minds – that we would be suspected of doing a thing to harm our little girl.  We were afraid for her life at this point and were not allowed to be near her.

  46. in Iowa a social worker can remove a child with no abuse confirmed and only a thought that in the future there may be abuse. both my sisters had their children removed from their home because a social worker thought that in the future the children might be abused. my older sister her kids was givin to their abusive fathers with abuse confirmed. My younger sister her kids where givin to the fathers father and step mother, now they r trying to gain custody and r telling lies to the workers. The question has been raised why where the children removed from both families and the workers can’t give a straight answer. my older sister is now on her own sueing the state. Her workers reply you’ll get your kids back when school lets out for the summer. She is still pursing the lawsuit. She was smart and recorded every encounter with her workers and kept all documents. chances r she’ll win. Unfortanutly my younger sister did not record anthing and is still batteling just to see her kids. This story reminds me so much of what my sisters r going through. In Iowa social workers get a $6,000 bonus for every chid they remove from the home. Even if child abuse is not founded. they can take ur kids because the worker wants that bonus. Their lies get so thick even they cant tell u y they took ur kids.

We talk about corruption in the governments of other countries, and here we see the eye-popping proof of our own right in our faces.  My first child is about to be one and this story is so close to home: I am American and my husband is from abroad.  It literally made me speechless with rage.  I always tell my inlaws that one of the great things about my country and being American is the value we place on life.  This behavior by our own goverment is a total slap in the face to me as an American and makes me a laughing-stock in front of my husband’s family.

Even after they voiced concerns of their daughter not being cared for by the foster family they still wouldn’t even so much as move her to another foster family??? Come on! They were not trying to steal her back they just wanted her moved to another family. Why in hell would the state deny that request? Their is no reason anyone would ask them to do that except for being concerned for her well being. Who would changing families have hurt anyway. What if she had died when in custody of the state because of this? and who actually believes this is the first case of social services making an error in Virginia or any state for that matter! First one they actually had to admit maybe. Unfortunately this happens way too much and no one takes accountability when they make mistakes. Peoples entire families and lives get destroyed and yet not one person has to answer for it. These practices need to change ASAP!!!
    I was almost taken from my parents as a child because of a medical issue that also resembled abuse. Luckily one doctor we came across just happen to know what it was and testified on my parents behalf. But what about all the other times their was no one to stand up or help. or the families who had similar things happen and couldn’t find that one doctor or person to discredit abuse? I hate to even think. and what gets me is the parents who truly DID NOT deserve to have or keep their kids and do not take care of them and worse, and we all have known one at some point,. yet these people get looked at and investigated over and over and social services, doctors, and judges all do nothing to save those kids… But well taken care of, loved and cared for kids with great parents and families get taken over BS like this…WTF???

  50. went threw the same crap when my son passed away due to DMD…no one wanted to help when we need wheel chair ramps or remodle our home for our jon-boy…but when we lost him due to his disorder…the cps was in my hours 6 hrs later..i was a bad mom..because my son had DMD…but yet i feed him. cleaned him.loved him.played with him..gave him everything he wanted n needed..i took him to all his dr appts at least 3 a week…..i lifted him in and out of bed…in and out of his wheel chair…in n out of the car..in n out of bath…and i was there every sec of his life til his last breath…n i an bad becuase i never knew DMD ran in my family..even thow i never knew my bio-parents….i have 4 other kids at the same time..never abuse proved they never could take my babies but omg did they try..only to be told they were wrong and  i as a nurse was doing everything known to do for my son…plus some..my son dr was the head of the MD org….i would galdly give my life for jon to be back on earth…something these cps workers dont get….a real parent will fight you and die for their babies…i wanted the best for my jon and yea he had bulecross ins..no the state never footed his bill…HIS DADDY DID…paying 200 a week to keep our ins….would the cps do that hellno..they take kids and give them to abusers half the time…dont get me wrong some kids need cps help while other times cps needs to take a step back and look at all the facts…

Thank you for not giving up.When I went to Walter Reed as a a child my mom and I walked in he told us I had a tumor making me have seizures. The dr was still there when I hadto go there during my pregnancy. I refused to see him unless my husband was with me. I had to be induced the different dr said to us the baby was only be 5 pounds or less. John was 7 pounds 71/2 ounces. I hate that hospital to this date. Good luck to you and your family. This reminds me of Jayce Duggard.  She got a settlement for the despicable neglect of the social service system but NO ONE was fired, reprimanded, or charged with any wrongdoing.  I’m not saying either family are cashing in, my point is no one is held accountable. They just pay the victims off.

What is more disgusting than that is this, that when you lose your child to child protective services, more often than not,, YOU WILL NEVER SEE YOUR CHILD AGAIN, EVER~!!!! this is wrong, they took my niece because her mother wasn’t properly caring for her. I know most of the people involved in this story.  I saw the huge blister on the top of Liliana’s foot at her first birthday party and could not imagine how it could have happened.  Child protective services was there and would not allow anyone to say anything negative about how she was cared for in foster care. I was also waiting outside the court room (with about 20 other people) ready to testify on behalf of Miguel.  When the attorney for child protective services came out of the court room, she looked like a woman on a mission.  She was angry and determined that Miguel would be prosecuted.  My friend was allowed into the court room and she quoted the attorney as saying, “You shouldn’t let all these people into the court room to testify on Miguel’s behalf, they are only going to say the same thing.”  The judge said, “ok, the record will show that all these people think Miguel is a good guy.”  Miguel’s ex wife testified that he was a great father to their child and that he had never abused either one.  It felt like I was back in a Salem witch trial.  I think sometimes people’s minds get clouded by their fantasies of getting the “bad guys’ and they fail to realize, they are the bad guys.

How messed up.  This child was diagnosed with a medical problem, doctors had been told about the family history of bone problems, and they’re charged with abuse?  I have personally turned someone in for abusing a child, actually saw the mother kick her son after knocking him on his a**.  The police made the child go home after I made him climb out his bedroom window, because it was a form of corporal punishment.  Yes that’s what they said, corporal punishment.  I guess it is ok to kick your child in the state of Wyoming if they have done something wrong and you are angry.  And to hear this about his family, it is just plain messed up.

The state took an innocent baby from her loving and caring parents and gave her over to a monster who was probably just in it for the money and resented the child. An innocent had to suffer only God knows what and loving parents had to grieve for their baby and live in agony knowing their baby wasn’t cared for. How confusing it must have been for this sweet baby to go from hands on love and comfort from her parents to brutal and painful neglect! Instead of giving aid to illegals who commit a crime being here in the first place why not give that money to hire and train more social workers so their case load won’t be so horrific they often can’t give justice to any of their cases. Some must be so harried they can’t see straight must less read every word of the many reports in their files. It’s just easier to brush it under the carpet and hope for the best. Sadly some babies and children die in foster care. While there are loving foster parents who foster from the goodness of their hearts we do have the ones who are in it for the money. A case worker should not be so overwhelmed and overworked that she or he may miss something very acute that needs addressing or the child or children being removed from a neglectful and painful home.

I am really shocked by this article and thankful the same did not happen to me.  In 2003, my daughter awoke and was covered in bruises all over her body.  After testing at both Malcom Grow Medical Center and Walter Reed Army Medical Center it turned out she had ITP, a blood disorder that destroys the body’s platelets.  Dr. Paul Reed was her pediatrician.  He was amazing and really helped her through a very very tough time as she was not quite 2 years old.  I am very shocked that something like this happened, yet I know it happens all the time.  I am saddened by this because Dr. Reed was really awesome and I am disappointed that it took so long for them to get justice.

  85. If there is a question of abuse, it is best to err on the side of protecting the child.It is strange to note, that the injury was first brought to the attention of the dr. and requests were made by the parents to do the x-rays…
    When the diagnosis of brittle bone disease was confirmed (way beyond the limits of tolerance!) and the family still was being accused the travesty continued.
     When the parents had concerns that their baby was being abused in foster care, why didnt the same case workers who were so quick to condemn the innocent parents look into these charges and at least move the child to a different home…
    So sad for the families this happens to, as sad as the cases where the child is being abused and the child is returned to the abuser…

This happened to me in Texas.  I took my daughter in for a bump on her leg and they found it to be broken and took her from me because I could not explain how her leg had been broken.  I am white, her father hispanic with a work permit.  They tried to pin it on him as well.  Like this story, there was no bruising, no scratches, no evidence of harm.   Luckily for me, I had an employer who knew me and was understanding, he gave me the time I needed to cry and for all of the court appointments.  In the end, I won and got my daughter back, though the relationship with her father didn’t survive.
    Makes you wonder how many times this has happened and they parents lost the battle.

  104. I really feel for this family. I had my daughter taken away too, NO Charges against me. Hennepin County, In Minnesota. When you fight the county, they have the courts, judges, doctors all on there side to make them all look good, and can overlook your good or hard work. If a person made the treats that Hennepin county social workers did, you would be in jail,  yet the can get away with it. I have all the court documents yet no law firm wants to go against them. I am one the few that got it to the apealls court, yet lost. I still get threats to keep my mouth shut. I will not give up on daughter Megan. This family I feel for. Becouse I didnt back down, I spent 2-1/2 years fighting, Hennepin counts threat of never seeing my daughter again, the county enforces. Did any other part of govt, help or look into it? No, my records, phone calls, ect ignored,  yet the phone calls from social services did stop with the threats. There still is no charges, yet the conclution is I am not good enough. I am not the only family that lost a child to Hennepin county, yet these familys have other children and are too scared to talk.

    1. Just a heads  up…a majority of the military doctors really aren’t doctors by the real world standard. I am ex-navy and come from a Navy back ground. Most Military “Doctors” are nothing more than med school graduates. They don’t have intern procedures like real hospitals. Also, if you are not an officer, you get sub standard medical care.

      Example, my sister had a miscarriage. Being the daughter of a Chief, she sat in the waiting room for 6 hours. It wasn’t until a friend of the family (a Captain) found out about it and made a call. Within 5 minutes of that call she was seen.

      Or the time I took a hit to the head, and received a gash in my skull. My Grandmother was in town visiting and said I would need stitches. 9 hours in the waiting room till I was called back to sit on a gurney for an hour and a half. So the doctor could tell me that he would have to split the wound open again in order to stitch it. You get that?? I waited so long in the lobby, I healed!!

      I grew up thinking that was standard. The first time I went to see a REAL doctor, I was so enlightened by the experience that I swore to never even listen to a so called military doctor again. The combat medics have more medical expertise!

    I don’t know the words that could possibly come close to what they must have gone through. I do not doubt for an instant that I couldn’t have dealt with this in the manner the parents did.     This article brought tears to my eyes. I couldn’t fathom the pain the parents were in. With each visit. each atrocity. and the feeling of impotence that must have been beyond overwhelming.

    I don’t know the words that could possibly come close to what they must have gone through. I do not doubt for an instant that I couldn’t have dealt with this in the manner the parents did. I would have killed. I would have considered the state and my country to be my enemy that has threatened my family and my daughter. I would have killed anything and anyone that even thought about coming between my daughter and me. I would have hunted and killed the foster family. The Velasquez’s have shown me that I am not as strong as they are. I am happy there is a happy ending but I mourn the fact that they ever went through that most heinous of acts.

My granddaughter was stolen from our family by the State of Kansas because my son is gay and they did not want to give us, her biological grandparents, custody of her.  The foster parents, would bring bottles of Coke to the visits, which were few and far between.  I objected in court, that I was employed, drug free and had no arrest record and was told that the child would be better off in foster care with her half sister who had mental issues because of the foster parents.  There’s a special place in hell for SRS, foster parents and the whole hellish ‘system’.  If you’ve ever endured this outrageous behavior you understand what evil really is.  Someday, my granddaughter will ask questions and be lied to.  Someday, if there is a God, she will find out the truth from her only REAL family!

  141. To think something like this happens when there are kids out there who ARE being abused by their parents.
    And then to think that the FOSTER home the little girl was put in was where she WAS NEGLECTED.
    What a horrific nightmare for the family. What a waste of time, energy, and money. And those social service providers, foster parents, and doctors all need to be fired and punished.
    If this happened ONCE that we hear about, because it was “fixed,” how often does it happen and nothing is ever done about it?
    And the fact is, children are far more likely to be ABUSED/NEGLECTED in foster care than at home, either with birth parents or adoptive parents.

  142. This story is crazy! I live and work in Alexandria and it is shocking to me that something like this could happen! I can’t believe no one was punished for this false accusation, especially since it seems like Liliana was being abused in foster care. Absolutely ridiculous.

That this case is an outrage is absolutely true and was certainly indicative of several systems desperately needing change.   However, your “solution” demonstrates that you clearly that your reading comprehension skills are as weak as your logic:  It was the STATE system that perpetuated this harrassment, provided criminally poor foster care and attempted to intimidate the parents into submission even after there was uncontrovertable proof of no wrongdoing by them.  further, you might have noticed that all of this occurred during the tenure of our previous (lilly-white) president.   However, like the Walter Reed staff, Virginia Children’s Services and Virginia prosecutor’s office, I doubt that you will let a little thing like accurate FACTS influence your opinions.  I daresay that the “black man in the white house” would be the first to defend this family and your right to expound your ignorance.

I can tell you from experience (my employees, not my own) that Virginia is a horrible place to raise children.  This is not the first time police and social workers have accused innocent parents of child abuse.  I know of numerous military families that have left Virginia because of the wide spread problems with authorities.I have also seen my employees threatened at work with visits from police and child welfare.
    It’s unfortunate that the authorities do not pursue the real child abusers.  They should spend a less time collecting taxes and threatening people (Arlington County Virginia) and more time helping.

This happens consistently, innocent parents are told “if you dont admit to it, you’ll never get your children back”, the evidence that needs to be met is nill, there is no “due process” aka jury trial, parents are denied constitutional rights, hear say is allowed, they are supposed to have infant cases wrapped up & the baby ready for adoption within 6 months. Yes, this agency can show up & just rip your children out of your home anytime, if your poor or struggling family they use that as a motive of you abusing your children. It is sad, and no one will do anything about it.

  154. If this will help one person avoid this brittle bone disease, I feel I will have done a good thing. I worked with a young girl who had six miscarriages. When she finally got pregnant, she didn’t change her routine to make allowances for the extra calcium her baby would need for bone development and the foundations for his future teeth. Instead, she drank Coke from beginning of her shift to the end of her shift and God only knows how many during the day. Coke and peanuts. I told her developing babies need calcium. Well, she didn’t like milk.
    People, carbonated drinks take calcium out of our bones! How does this story end? The poor baby was born with bones so brittle, he couldn’t be touched. Social Services took him away and “mom” and “dad” were only allowed scheduled visits. I’m no doctor, but if there had been some kind of intervention, perhaps this could have been avoided. One can only hope this dummy doesn’t repeat this tradgedy.

    1. I am not defending the girl you speak of. When you get pregnant out of desire or by accident it is your responsibility to eat properly and do right by that baby growing inside you. However, I wouldnt be so hard on her, drinking coke did not make her babies bones so brittle that the child was taken away. Clearly that poor child had a genetic disorder that caused that. Otherwise you would hear that same story on an hourly basis. As far as I can tell the soda industry is blooming and I frequently see pregnant woman drinking soda.
      This is my two cents as a PICU ( Pediatric ICU) nurse for 10+ years.
      I have seen several cases of OI and it is horrific everytime!

  161. I feel sorry for them. The same thing happened to us. I noticed my 1 week old daughter’s ankle was red and slightly swollen. I took her to my pediatrician who sent us for an x ray. Well, the stupid radioloy tech had her hand right over the ankle so nothing abnormal showed up (except a good xray of her hand!). The doctor sent us to Childrens Hospital for further care since they didn’t know what was causing the swelling. The xray there showed an “8-10 day healing fracture of the tibia”. Remember, she was 7 days old! We were accused of child abuse and forced to stay at the hospital for 3 days for a Cat scan of her head, full body xray to check for other broken bones and a retina scan. Two detectives came at 2am to interview me, my husband and I had to undergo psychiatric evaluations, a social worker inspected our home while we were at the hospital and interviewed my mother and other children, and then, after we were “released” from the hospital, my husband and I had to go to see a doctor at Family criminal Services to be interivewed and have our daughter examined again. CRAZY PEOPLE in the system. They threatened to take her away, but thank God did not. Everyone at the hospital treated us like criminals….awful experience!!! Our case was closed after a few months and the investigation was inconclusive. Makes me afraid to take my kids to the doctor!!!

I agree that the care the child received from the foster parents should have been looked into as that appears to be a blatant example of child neglect/abuse. With that said, please do not blame the players, blame the game. Unfortunately, as social workers that work for government entities we are bound by laws that are passed by the elected officials and must follow them to the letter or suffer potential criminal charges ourselves. Social work is a thankless job and not all social workers are good, but most of us are in the field to protect the most vulnerable populations.

    I feel for the family that went through this horrific tragedy, but I am glad that they have all been reunited and are slowly healing.

Unfortunately, as social workers that work for government entities we are bound by laws that are passed by the elected officials and must follow them to the letter or suffer potential criminal charges ourselves. Social work is a thankless job and not all social workers are good, but most of us are in the field to protect the most vulnerable populations.

    I feel for the family that went through this horrific tragedy, but I am glad that they have all been reunited and are slowly healing.

    1. I am also a social worker and have been for 10+ years and I can say that you are wrong. If you have an inkling of suspicion that a doctor might be wrong you can call them out on it. Its called due diligence. Social work is a thankless job. The thanks comes from being able to sleep at night with a clear conscience. 

      1. Thank you, TX!!  I, too, am a retired medical social worker. Yes, it is our job to think for ourselves, and not just take what the doctor says. This child was failed due to a (large part) whimpy SW. We are called advocates for a reason. It sounds like the SW was looking out for her image, more than for the family. Stand up, Social workers, the disenfranchised need us! I’m proud to have been the one going against the majority, when the majority was wrong! :)

        1. what does a family do when the social workers are taking 1 doctor’s word and no one will test for other possibilities? we have a friend going through this now…the infant has broken ribs and no one will do anything but blame them for the “injury” and there has been no further testing. They feel totally helpless and CSS has taken the infant as well as their 3 year old until the case is resolved. Any advice???

    I’m a Chaplain in the Army.  If a Soldier comes to me with an issue like this my blood boils.  Part of my purpose is to be an advocate for the voiceless (junior ranks don’t have much voice).  I have raised issues of wrongdoing and abuse and see the issue gets rectified.  I wonder if the mother contacted her chaplain or even knew who he/she was.  Perfect storms like this happen occasionally and that is one role of the chaplain – to be an advocate for the Soldier.

People will abuse the system and get away with it and as this article shows it is easy. I’m happy for the Velasquezes. They got very lucky but are most definitely the minority. The government will keep on doing what it wants and no one will ever change that.

Its funny how noone will investigate this agency . I have tried to e-mail everyone from the President to the Hollywood stars but noone ever responds. Also try to obtain records and you will hit a block wall! The only person to investigate this agency about their child care centers was Chris Hansen and right after that he was outed for having an affair . Unless every American starts e-mailing the white house daily and brings this to the publics attention they will continue to steal our children for their financial gain. The money wasted on this agency could pay our deserving teachers,firefighters and policeman .  I beg everyone to start e-mailing the white house and lets get this agency abolished and get our parental rights back. I would never condone child abuse but what statistics i’ve seen show more children are abused by this agency than parents.

The doctors and nurses caring for her need their licenses permanetly revoked. When will our officials start standing up for what is right.

    1.  Statistics say that many times abused children become abusers, or have control problems; majority of social workers have been abused or neglected themselves.  What does that tell you.  They think they are always right because they can “relate” to these children. Their arrogance drives them and the children and families suffer. 

    2. Prison time for what? I agree that they made a huge mistake, and the incident should be investigated further, however, it is their job to investigate cases regarding potential child abuse. They found the child with broken ribs, and it is their duty to find out the cause of this.

  170. This is insane, our government like his makes me sick and disgraces me as an American. Countless evidence PROVED Alice and Miguel were not abusive parents and STILL they are ignored that, as if they wanted to purposefully shame their name.

    1. As if it is not bad enough that this poor family was put through this think about the resources spent keeping them away from their child because of government and medical negligence that were also not being used to actually remove a suffering child from an abusive home.
